567 IAC 108.4(12): 108.4(12) Rubble. Uncontaminated rubble such as concrete, brick, asphalt pavement, soil and rock may be used for fill, landscaping, excavation or grading or as a substitute for conventional aggregate. Asphalt, however, shall not be used for any of the aforementioned uses if the use will cause the asphalt to be placed in a waterway or wetland or any waters of the state or within the high water table.
Iowa Code section 455B.301(20): “Rubble” means dirt, stone, brick, or similar inorganic materials used for beneficial fill, landscaping, excavation, or grading at places other than a sanitary disposal project. “Rubble” includes asphalt waste only as long as it is not used in contact with water or in a floodplain. For purposes of this chapter, “rubble” does not mean gypsum or gypsum wallboard, coal combustion residue, foundry sand, or other industrial process wastes unless those wastes are approved by the department.

SCOPE
To decentralize and share the added costs of street cleanliness along with proper disposal and protocol between Public and Private sector entities from curb to landfill.
Project to include new “green” state-of-the-art street sweeping technologies combined with a private based app which private individuals can call for services and express the cost of spot cleaning.
An individual or community will be faced with options for scheduling a service call for a particular area of interest. The services offered are Ala-carte and prices will reflect the cost of service from curb to landfill.
The app programme will be designated: the Tax(i) app for independent tax supplemental.
